Are there any Govt accredited lottery organizations based on e mails any where in world?

So many 419 mails received regarding hoofing prize money based on e mails which are promptly ignored. I have received a recent mail from Netherlands claiming that they are Govt accredited lottery agency. Though my reaction was same a curiosity arose whether at all any where in the world e mail base lotteries are held and if so the purpose of such lotteries and what is the perspective of any Govt in promoting such e mail based lotteries which does not involve any participation fee.
