Why the four/three split on the Wisconsin Supreme Court ruling on collective bargaining?

Wasn't the case based on whether legislative procedure was followed? Seems like it would be a clear cut decision, either they did or they didn't. Seems like there are too many feelings being used to judge cases. What ever happened to the letter of the law?
