He enter the us illegally when he was 14 at the age of 16 he got the tps can he applied for a green card?

am a U.S citizen married to someone who has a TPS permit. he enter the U.S illegally when he was a minor but gain his TPS at age 16 when he was still a minor. Can i apply for a green card on his behalf and does he have to go back to El Salvador to wait the precess out or can he do it here in the U.S. Does the 10 year bar count? since he has technically never been in the country illegally because he got the TPS before her 18 birthday.
